GAETA GIUSEPPE LUCIO

I hold a PhD in Economics and Law from the Italian Institute of Human Sciences (SUM). Since 2021, I have been an Associate Professor of Public Finance (ECON-03/A) at the Department of Human and Social Sciences at the University of Naples L'Orientale, where I teach Public Finance and Economics of Cultural Goods and Activities. I teach Data Mining and Economics at Excelia Business School in La Rochelle /Paris.

I am a fellow of the National Centre for Applied Economics Studies CiMET05, of the Global Labour Organization (GLO) and of the Centre for Research on Public Economics and Finance (CEFIP) at Roma Tre University.

My research interests focus on political economy, public administration, and public policy evaluation, particularly in education, environment, and culture.

My articles have been published in leading journals such as the ournal of Economic Behaviour and Organization, Journal of Cultural Economics, Ecological Economics, Journal of Common Market Studies, Public Management Review, Administration and Society, Government Information Quarterly.

I am a member of the Scientific Board of the Jean Monnet Centre of Excellence Artificial Intelligence and Communication in a Digitalised European Democracy (AI-CODED), co-funded by the European Union under the Erasmus+ programme and active until the end of 2026. I am also a member of the research unit involved in the PRIN project Freedom of Information, Democracy and the Environment: an empirical study of the Italian case (FIDE-I), funded for the period 2024–2026.
I take part in the activities of the project Climate Initiative for Transforming and Improving Environmental Sustainability (CITIES), funded through a cascading grant by the University of Naples Federico II under the Italian National Recovery and Resilience Plan (PNRR), within the broader RETURN project, which will run until the end of 2025. In recent years, I have also participated in research projects funded by the European Union's Horizon 2020 Framework Programme for Research and Innovation, the Erasmus+ Programme, and the CIVIS Alliance.

I am the scientific liaison for cooperation agreements between L'Orientale and the LENTIC center of the University of Liège (since 2015) and between L'Orientale and the CEPAP of the Universitè Libre de Bruxelles.

In 2010, I won the Best Young Authors' Article award (with S. Ercolano) at the Dynamics of Socio-Economics Systems (DYSES) conference. In 2019, I received a nomination (with E. Ferlie and G. Esposito) for the best article published in 2018 in Politics, a journal of the Political Studies Association published by Sage.

I am a member of the Academic Board of the PhD program in International Studies at the University of Naples L'Orientale and have taught Quantitative Methods at the doctoral school in Management Sciences of ULB (Université libre de Bruxelles, Solvay Brussels School of Economics and Management), ULg (University of Liege, HEC - School of Management), and UMons (Université de Mons, Warocqué Faculty).

I serve on the editorial boards of the Journal of East-West Business (Routledge), L’Industria (il Mulino), and Public Organization Review (Springer). I regularly review for Italian and international scientific journals and have been an expert evaluator for projects funded under the European Cooperation in Science and Technology (COST) program. I was part of the GEV 13a group for ANVUR's Research Quality Assessment exercise 2015-19.

Since 2019, I have been a member of the Quality Assurance Office at L'Orientale, responsible for statistical data and doctoral education quality assurance. Additionally, I have been the university's contact for the regional innovation award "Start Cup Campania," directing its activities in 2020 and 2021. In 2019, by rector's appointment, I was part of the commission tasked with monitoring and potentially revising the university's taxation and contribution system. In 2022, I contributed to developing the Gender Equality Plan 2022-24 and the 2022 gender budget. Since 2024, I have been the director's delegate of the Department of Human and Social Sciences for support activities in monitoring and planning.

In recent years, I have collaborated with Eutalia/Studiare Sviluppo, Formez PA, the Regional Institute for Economic Planning of Tuscany (IRPET), the International Centre for Migration Policy Development (ICMPD. Since 2023, I have been a member of the Economics and Society Observatory of the Municipality of Naples.

I hold the Italian national scientific qualification as full professor in the sectors SECS-P/03 (Public Economics, now ECON-03/A) and SECS-P/02 (Economic Policy, now ECON-02/A).
