Lasciate ogni speranza, o voi che… sperate di entrare. Osservazioni a margine dell’intesa Italia-Albania

This paper focuses on the controversial Protocol agreed by Italy with Albania in November 2023,
which, along with law No. 14/2024, will define a sui generis model of externalization of migration
and asylum policy. The author will concentrate in particular on problematic aspects of this model,
such as the manner by which people rescued at sea are transferred to Albania, their automatic detention in Albanian centres, the identification and treatment of vulnerable persons, and the difficulty of guaranteeing rights such as the right of defence.
