Portugal ready for the exam of global health emergency – This article focuses on the effects the spreading of CoViD-19 had on the constitutional balance in Portugal, both in President of Republic, Parliament and Government relations and State-local autonomy relations. It shows the essential importance of a uniform action from the central government to coordinate the measures adopted by the autonomy Regions too. This contribution, taking up the suggestion a different interpretation about the exceptional state, carries out reflections on the Portuguese emergency management regulatory procedures and on the impact has had
on the rights and freedoms constitutionally protected. Finally, it demonstrates that the adopted solutions are respectful of the constitutional framework and so the state of right too.
