Unfulfilled Promises - The Reality of Cash Transfers in Andhra Pradesh’s Tribal Areas

Abstract:
The efficacy of two key cash transfer programmes in
Andhra Pradesh—Rythu Bharosa and Jagananna
Amma Vodi—is examined within the context of the
state’s broader welfare agenda. Both programmes were
part of the Yuvajana Sramika Rythu Congress
government’s emphasis on direct cash transfers with an
aim to provide financial support to various marginalised
groups. To what extent were the intended beneficiaries,
particularly tribal communities, reached, and what were
the factors contributing to their exclusion? While cash
transfers are often lauded for their simplicity and ability
to bypass intermediaries, this paper reveals significant
challenges in implementation. Despite the rapid
deployment of funds, large segments of the target
population were excluded, especially among the
vulnerable and less educated. A major factor was the
complexity and inflexibility of the information
technology infrastructure, which reduced or impeded
access to much-needed financial assistance.
