Syllabus

Course Objectives

The course aims to provide students with a solid understanding of why governments intervene in the economy, the economic logic behind public spending and taxation decisions, and the tools used to pursue goals such as efficiency, equity, and stabilization. This knowledge is essential to grasp how and why countries cooperate or compete with each other in fiscal and economic matters. It also enables students to interpret and engage with international policy initiatives in key areas such as sustainable development, global economic governance, international tax cooperation, poverty reduction, and climate change mitigation.


EXPECTED LEARNING OUTCOMES

By the end of the course, students will have acquired familiarity with the theoretical foundations and analytical tools necessary to understand the rationale for public intervention in the economy, as well as the challenges related to the design and implementation of public policies in the areas of allocation, redistribution, and stabilization, and the effects these policies entail.


ABILITY TO APPLY KNOWLEDGE AND UNDERSTANDING

Students will be able to use the acquired knowledge to critically understand and discuss key aspects of the contemporary public debate on the role of the State in market economies and the ways in which such intervention takes place.


ADDITIONAL EXPECTED LEARNING OUTCOMES


Independent judgment:

Students will develop the ability to interpret the recent evolution of the role of the public sector in the market economy and to formulate their own critical position within the contemporary debate on public intervention.


Communication skills:

Students will acquire the ability to use technical and specialized language when discussing topics related to public economics and finance.


Learning skills:

Students will develop the ability to independently update and deepen the knowledge acquired, through advanced training pathways and professional experience.


Course Prerequisites

A solid understanding of the main topics in Microeconomics and Macroeconomics is essential for effectively studying Public Economics.


Teaching Methods

90% of the course hours are devoted to lectures. The remaining 10% is allocated to tutorial sessions. The tutorial schedule is announced in class at the beginning of the course and published on the course webpage.

During the tutorials, students are assigned problems to solve using the theoretical concepts learned during the lectures. The instructor provides guidance and support in the reasoning process and in the steps required to solve the assigned problems. The aim of the tutorials is to reinforce the knowledge acquired during lectures and to develop the ability to apply such knowledge to the analysis of real-world situations.

The exercises proposed during the tutorials will not be included in the final exam.


Assessment Methods

The assessment of students’ preparation is based on a written exam consisting of open-ended questions. The instructor will propose five questions and ask students to answer four of them, excluding one.

The exam is normally held in Italian, but students may request to take it in English.

Evaluation criteria: the exam is considered sufficient when the student demonstrates an understanding of the basic elements related to the topics covered and is able to present their reasoning in a clear and coherent manner, making use of the analytical tools introduced during the lectures and in the reference textbook.

The final grade positively reflects the following elements: depth of acquired knowledge, ability to critically interpret the topics, ability to connect different topics, clarity of exposition, and appropriate use of technical language and analytical tools. The highest grade is awarded to students who demonstrate excellent performance in all of these areas.
