The overall objective of the project, specifically addressing the extremely fragile economic and political situation in Iraq today, is to: - formulate recommendations aimed at strengthening administrative reform to improve governance capacities at the central and local levels; - formulate recommendations aimed at strengthening security in the country; - identify, through regional consultations and discussions with influential regional actors in Iraq, initiatives aimed at promoting détente within the country and strengthening the sovereignty of the central authorities.
