This article regards the dispute between Slovenia and Croatia concerning their marine spaces of jurisdiction, in particular the status of Piran Bay as a historical bay and the conditions of access of Slovenia (a geographical disadvantage State) to the high seas. At present, a decision by an arbitral tribunal is awaited. Anyway, the thesis I try to demonstrate in this article is that the dispute between Slovenia and Croatia is more virtual than real.
