The paper focuses on the skills outlined by the unusual urgency decree that was used in the management of the pandemic and on the consequent complexity of the exercise of regulatory powers at central and territorial level which has often given rise to conflicts in the management of interests, as happened in the case of the determination of the nightlife hours by the President of the Campania Region and the Mayor of Naples.
